Electricity Market Competition in Victoria

Australia's electricity market has been undergoing a gradual deregulation process since the late 1990s. The first stage of deregulation was to establish a national grid {{citymarketintro4}} in one state to be sold in a different state.

Another stage, which happened sooner in some states than others, was the breaking up of the state owned electricity monopolies into several competing entities, then privatising them. In an attempt to stimulate greater competition the energy market was split into two types of entities

  • Energy Distributors
    The distributors have the responsibility for the physical delivery of electricity to the customers' premises . They own and manage the poles and powerlines, but do not deal directly with customers.
  • Energy Retailers Retailers sell the electricity to the customers and are responsible for billing. The states have between one and three distributors but up to thirty retailers.

On 1 July 2008 , the electricity market in Victoria was completely deregulated. This meant that consumers could now switch to whichever provider had cheaper electricity prices.

Electricity in Victoria is supplied by five distributors

    Citipower distributes electricity in Melbourne City and inner suburbs.
  • Jemena
    Jemena distributes electricity in the northern and south-western suburbs of Melbourne.
  • Powercor Australia
    Powercor provides electricity in the western suburbs of Melbourne and western Victoria.
  • Ausnet Services
    AusNet Services distributes electricity to the outer northern & eastern suburbs of Melbourne and eastern Victoria.
  • United Energy Distribution
    United Energy distributes electricity in the southern suburbs of Melbourne and in the Mornington Peninsula.

Tips to lower your energy consumption to save on your bills

Here are a few easy to implement ways to reduce your usage of energy

  • Avoid use of your clothes dryer. Hang the clothes to dry outside or alternatively, use an indoor clothing rack.
  • Minimise draughts. Stop hot or cold air blowing in or leaving through gaps under doors or around your windows through the use of door snakes and gap seal tape.
  • Rather than turn on the heater, dress for the weather (booties, jumper, beanie, warm socks).
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Turn off all your appliances at the power socket when they're not in use.
  • Close doors to areas of your home that you don't use, so that you just cool or heat a smaller area.
  • Stop the hot sun from over-heating rooms by closing the curtains and blinds in the rooms where the sun shines in.
  • Reduce air conditioning use by opening the windows at night to let the house cool down, and shutting them each morning to keep the hot air out.
  • Reduce the use of lights. Use natural light more often.

FAQ about switching energy providers

Here are some answers to frequently asked questions about what happens after you have completed the comparison process and you have made the choice to switch energy providers.

If you change your mind, that's okay, your new energy provider allows you a ten-day 'cooling-off' period, that means you have ten days to cancel the process and stay with your old energy provider.
No. You won't need to do anything like that. The delivery of actual energy to your premises, via the pipes and wires, is all done by an energy distributer (not by your retailer). The distributor will continue to supply energy to your premises even when you switch over to a different energy retailer. The retailer issues your energy bills, however, they purchase energy from the distributor and resell it to you. You can't buy energy directly from a distributor, you must go through an energy retailer. You can be sure that when you switch retailers, your energy supply won't be interrupted because the underlying connection to the distributor will continue to be the same as before.
The 'paperwork' is processed very quickly, usually within 24 hours. But the actual switchover will not happen until your old provider has issued your final bill, and they can't do that until a final meter reading has been taken. So, it depends on how long until your next meter reading. It could take up to three months.
We will sign you up with the new energy provider, and we will tell your current provider of your move away from them. The changeover to your new provider will not happen straight away, though, because the old provider will have to read your meter one final time. and then issue you a final bill. Your new provider will begin charging you from the date that the meter is read. the distributor who supplies the energy to your premises will continue to be the same as before the switch.
